Definition
Roaming is the ability to use a phone on a foreign or partner network, outside your own operator's network.
In detail
While roaming, the handset connects to a partner operator's network, usually abroad. The home operator remains responsible for billing and for the subscriber's identity.
An SMS sent to a French number is routed the same way whether its owner is in France or abroad: the visited network handles final delivery. Reception may simply be delayed if the phone is out of coverage.
