An MVNO (Mobile Virtual Network Operator) is a mobile operator that sells plans without owning a network, renting one from an infrastructure operator.

In detail

A virtual operator runs its own offers, billing and customer relations, but relies on the radio infrastructure of a network operator. In France, MVNOs rent coverage from Orange, SFR, Bouygues Telecom or Free Mobile.

For the user the difference is essentially commercial: numbers are ordinary 06 and 07 numbers, coverage is that of the host network, and sending or receiving SMS works in exactly the same way.
