E.164 is the international telephone numbering standard: a number is written with its country code, for example +33 for France.
In detail
The ITU's E.164 recommendation defines a single, unambiguous format for phone numbers worldwide: a plus sign, the country code, then the national number, within a limit of fifteen digits.
In practice, a French number written 06 12 34 56 78 becomes +33 6 12 34 56 78: the leading zero gives way to the +33 country code. Gateways use this format internally to route a message without ambiguity.
